Small Business Rate Relief

A small business rate relief scheme was the subject of a policy proposals paper published in March 2005. As a result of the views expressed during the consultation, Government concluded that it was not the best time to introduce a scheme in Northern Ireland. It was decided to continue to monitor the schemes which had been introduced in Scotland (2003) and England (2005) and reconsider the position again in 2007.
The Department commissioned the Economic Research Institute of Northern Ireland (ERINI) to undertake a review in 2007 which would consider if there is sufficient rationale for introducing such a scheme.  Terms of Reference are listed below

The report into the case for a Small Business Rate Relief (SBRR) scheme for Northern Ireland was published by ERINI on the 15th April 2008.
The report examines the arguments for the introduction of a SBRR scheme, following a study which included consultation with a range of key organisations, a survey of the small business community in Northern Ireland, as well as independent analysis.
ERINI conclude that there is not a strong economic case for the introduction of a scheme in Northern Ireland. It adds, however, that if it were decided to proceed with a SBRR scheme on wider political or social grounds, the scheme that operates in Wales is the appropriate model for Northern Ireland, including its provision for supporting Post Offices.
The report is currently being considered by the Committee for Finance and Personnel and the Minister before a final decision is to be made on how best to proceed.
