Standardisation of Rate Liability in the Social Rented Sector

As part of the wider policy making process the Government looked at whether a market value based approach should apply to the social rented sector (that is properties owned by the Northern Ireland Housing Executive and Housing Associations). The Government has decided to recoup rates liability from householders in this sector, proportionate to the rent charged rather than based on individual capital values. Such an approach would not impact on the rate liability of other sectors nor would it have any revenue implications. It simply represents a standardisation of charges for a sector which operates outside the normal property market and which exists in the first place to satisfy social need. The following consultation paper was issued to stakeholder groups on 08 June 2006. It sets out the issue in more detail and also includes some impact assessment.
