Regional and District Rates
Rate bills received by ratepayers are made up of two main elements:
- Regional Rate, struck by the Northern Ireland Assembly but during Direct Rule it is approved by Westminster; and
- District Rate, which is decided by each local Council.
The rate is set or struck each year. The poundage struck by the district and regional rate are added together and multiplied by the Net Annual Value (NAV) or rental value of a property to produce the rate bill.
The Rate Collection Agency (RCA) collects the total rate bill and the Valuation and Lands Agency (VLA) determines the NAV of a property. The NAVs of domestic properties are currently based on 1976 rental values whereas the NAVs of non-domestic properties are currently based on 2001 rental values.
Regional Rate
The regional part of the money that you pay in rates contributes to the funding of public services provided at a regional level such as:
- education;
- personal social services;
- roads; and,
- planning.
The Rates (Regional Rates) Order (Northern Ireland) 2007 (S.R 2007 No.52) was laid at Westminster on 29 January 2007. It fixes the amount of the regional rates for the year ending on 31st March 2008. It fixes 29.10 pence in the pound as the amount of the regional rate for non - domestic property and 0.3608 pence in the pound as the amount of the regional rate for domestic property.

The current increases in the regional rate reflect the budget decisions made in the Priorities and Budget 2005-2008 and contribute to the services provided by the Government Departments – for further information on the budget see www.pfgbudgetni.gov.uk.
District Rate
The district part of the money that you pay in rates contributes to the funding of public services provided at a district level such as:
- the enforcement of building regulations;
- environmental health;
- refuse collection and disposal;
- waste management; and
- the provision and management of recreation.
District rates vary from district council to district council reflecting the rateable resources and spending policies of individual councils. The current district rate poundages are available at
