Full Time Training and Education
Relief for those in full time education, 16/17 year olds and young people leaving care
- The Government wants to ensure introduce a set of reliefs relating to the above groups in order to provide help support at an important stage of their development. It is hoped that this package of reliefs will minimise the burden of rates and water charges on those entering full time training and education, as well as our 16/17 years olds and young people leaving care.
- In tandem with a number of other policy initiatives such as the Children and Young people strategy, we want to reduce under achievement and improve the life chances of young people so that they have the best start possible.
- Where a property is occupied solely by people from one of these three groups no rates will be payable on the property. In addition, these households will also be eligible for the new water affordability tariff under which they will pay no more than 3% of their income on the new water charges.
- In relation to Training and Education those eligible will include people in full time training and education courses, full time degree courses, teacher training, HNDs and nursing among others. It will also include those studying full time at a further education college and on full time training courses.
- Full exemption from rates will also be provided on University Halls of Residence, so that we can minimise the housing costs of those in their first year of university.
- By providing greater protection and prospects for our young people and those leaving care we can enhance their quality of life.
- The reliefs are intended to supplement the main relief provisions that are to be introduced which have already been consulted on.
